1.      Ïðåäîñòàâèòü Ãëàâíîìó óïðàâëåíèþ ãèäðîìåòåîðîëîãè÷åñêîé ñëóæáû ïðè Ñîâåòå Ìèíèñòðîâ ÑÑÑÐ ïðàâî îðãàíèçîâàòü â 1953 ãîäó â ã. Òáèëèñè íà áàçå Òáèëèññêîé íàó÷íî-èññëåäîâàòåëüñêîé ãèäðîìå­òåîðîëîãè÷åñêîé îáñåðâàòîðèè Òáèëèñêèé íàó÷íî-èññëåäîâàòåëüñêèé ãèäðîìåòåîðîëîãè÷åñêèé èíñòèòóò, âîçëîæèâ íà íåãî:

à)   ðàçðàáîòêó íîâûõ è óñîâåðøåíñòâîâàíèå ñóùåñòâóþùèõ ìåòî­äîâ äîëãîñðî÷íûõ  è êðàòêîñðî÷íûõ ïðîãíîçîâ ïîãîäû, àãðîìå­òå­îðî­ëîãè÷åñêèõ è ãèäðîëîãè÷åñêèõ ïðîãíîçîâ, ïðèìåíèòåëüíî ê ãîðíûì óñëîâèÿì Çàêàâêàçüÿ;

á) èçó÷åíèå ìåòåîðîëîãè÷åñêèõ, êëèìàòè÷åñêèõ è ãèäðî­ëîãè­÷åñêèõ  óñëîâèé, èìåþùèõ çíà÷åíèå äëÿ ñåëüñêîãî õîçÿéñòâà, ïðîìû­øëåííîñòè, àâèàöèè è îáîðîíû, è â îñîáåííîñòè âðåäíûõ è îïàñíûõ ÿâëåíèé ïîãîäû è ãèäðîëîãè÷åñêîãî ðåæèìà ( ãðàä, ãðîçû, ëèâíè, ñåëåâûå ïîòîêè, ïàâîäêè, ðåçêèå èçìåíåíèÿ òåìïåðàòóðû) â ñëîæíûõ ãåîãðàôè÷åñêèõ óñëîâèÿõ Çàêàâêàçüÿ;

â) àãðîêëèìàòè÷åñêîå îïèñàíèå è èçó÷åíèå àãðîêëèìàòè÷åñêèõ óñëîâèé  ñåëüñêîõîçÿé­ñòâåííîãî ïðîèçâîäñòâà, îñîáåííî öèòðóñîâûõ êóëüòóð è ÷àÿ.

2.      Ðàñïðîñòðàíèòü íà Òáèëèññêèé íàó÷íî-èññëåäîâàòåëüñêèé ãèäðîìåòåîðîëîãè÷åñêèé èíñòèòóò äåéñòâèå Ïîñòàíîâëåíèÿ Ñîâåòà Íàðîäíûõ Êîìèññàðîâ ÑÑÑÐ îò 6 ìàðòà 1946 ã. ¹ 514.

3.      Ãëàâíîìó óïðàâëåíèþ  ãèäðîìåòåîðîëîãè÷åñêîé ñëóæáû ïðè Ñîâåòå Ìèíèñòðîâ ÑÑÑÐ óñèëèòü Òáèëèññêèé íàó÷íî-èññëåäîâà­òåëüñêèé ãèäðîìåòåîðîëîãè÷åñêèé èíñòèòóò êàäðàìè â ïðåäåëàõ ïëàíà ïî òðóäó, óòâåðæäåííîãî íà 1953 ãîä ïî íàó÷íî-èññëåäîâàòåëüñêèì ó÷ðåæäåíèÿì  Ãëàâíîãî óïðàâëåíèÿ  ãèäðîìåòåîðîëîãè÷åñêîé ñëó­æáû.
