Abstract: Statistical foundations of the quality control of education processes  are discussed. A new approach to quantitative evaluation of teaching process is proposed. The approach envisages two main stages: 1. elaboration of unitary scaling systems for students grades and 2. definition of quality standards. To realize the first stage the  equating methodology, particularly, equipercentile equating is used. The second one is represented by means of the methodology of contingency tables. The methods allow: 1. comparing the distribution of grades on the exams on  different subjects  held at different times and 2. specifying the quality standards and their confidence levels on the base of the  data on  exam results for many years.

A SYSTEM  OF INDICES FOR TEACHING REVIEW

Abstract. A new method of quantitative evaluation of teaching activities was is elaborated. On the base of scores data, the method allows evaluating both the efficiency of teaching within one group of students and comparative teaching efficiency in two or more groups. As basic characteristics of teaching efficiency, heterogeneity, stability and total variability indices were introduced both for one group of students and for comparing different ones. The method is easy to use and permits us to rank the results of teaching review, which is one of the most important parts of general quality control in education.

MEASUREMENT OF THE INVESTMENT EFFICIENCY

The article deals with the measurement and estimation of the efficiency of investment measurement. It is emphasized that there is a clear-cut distinction between the measurement and the estimation of the investment efficiency. The measurement of the investment efficiency consists in the determination of profitability achieved by the investment manager in some period of time which is called the estimation period. The estimation of the investment management efficiency pursues two goals: 1) to determine whether the investment manager has obtained the results better than the established standards;   2) to reveal how this results were obtained. In practice three ways of averaging the profitability for a subperiod are used.  In the result we get three characteristics: 1) average arithmetic profitability; 2) time-weighted profitability, which is also called the average geometric profitability;                  3) money-weighted profitability

MARKOVITS’S APPROACH TO THE CHOICE OF AN EFFECTIVE PORTFOLIO

There is an infinite number of  portfolios accessible for the investor, but at the same time the investor should consider only those portfolios that belong to an effective set. However, the Markovits effective set is a convex line, which  assumes the presence of an infinite number of points on it. It means that there is an infinite quantity of effective portfolios. Markovits saw these potential problems and  brought the basic contribution to their overcoming, presenting a method of their resolution. It mvolves the algorithm of quadratic programming known as the method of critical lines.

DIFFRACTION OF THE TM WAVE INCIDENT WITH A SLOPE ON TWO PARALLEL  DIELECTRIC CYLINDERS

Abstract. The article deals with the investigation of the diffraction of the plane TM wave incident with a slope on two parallel dielectric cylinders. A dual system of infinite algebraic equations was used for multipolar spectrum coefficients of the scattered electromagnetic field. The system belongs to the class of Fredholm-type systems, which makes possible the numerical realization of this system by the reduction method using a computer.

ON THE PROPAGATION OF RADIO WAVES IN THE CONTINUOUS HETEROGENEOUS MEDIUM

The article deals with the propagation of radio waves in the continuous  heterogeneous medium. It is shown that the characteristics of such propagation  in the geometric optic approximation can be described by the  method of slowly changing amplitude, which yields the same result as the well-known VKB  method more easily. The character of variations in the phase velocity of the wave and in the wavelength during propagation was determined. A particular case of the layer – the ionospheric layer, the permittivity of which obeys the parabolic law, is considered.

OPTIMIZATION OF THE PARAMETERS OF WORKING OF HOLES WITH A SPIRAL DRILL HAVING A SMALL DIAMETER AND A VARIABLE INCLINATION ANGLE OF THE CUTTING FLUTE

The parameters of cutting of foiled boards with a spiral drill having a small diameter (0.9 mm) and a variable inclination angle of the cutting flute were optimized. From the factors affecting the process, the following were chosen: the variable angle (30-350) of the cutting flute, the cutting rate (90-110 m/min), advance (0.02-0.06 mm/rev.), the core thickness (0.0142-0.0174 mm). The waste of the rear facet of the drill was adopted as an output parameter. The matrix of execution of the experiments was worked out. Based on the obtained results, the regression equation describing adequately the production process was derived. Based on this equation, graphs of the wear value versus relevant parameters were constructed.

PULSATING DIFFERENTIALS

The article deals with the issues of cross-country and turning capabilities of vehicles. For improving these capabilities, the designs of pulsating differentials are offered. The designs consist of spherical or ellipsoidal straight – cut gears and toroidal gears being in engagement with the spherical/ellipsoidal ones. The offered differentials provide the thrust variation in a wide range, blocking at hauling, a high cross-country capability and a good turning capability.

An improved method of inverse matrices for calculation of the energy spectra of linear block signals class mBnB is suggested. The calculation of the characteristic polynomial for matrix M mnxmn in size is reduced to the calculation of the characteristic polynomial for matrix V m in size. The suggested method is particularly efficient at the  m and n enhancement.

THE STUDY ON THE EFFECT OF THE ERRORS OF MEASURING DEVICES ON THE PROPERTY 0F                    G-OPTIMALITY OF SOME THIRD-ORDER POTATABLE DESIGNS FOR THREE VARIABLES

The article deals with the effect of various errors of measuring devices on the orthogonality of two compositional thrird-order rotatable designs for three variables, obtained by combining D3D4 and D3D6 second-order rotatable designs. The study was performed for the most characteristic errors of measuring devices at different dimensions of the square. The simulation of the effect of measuring device errors on the given properties of the designs under study was performed by superimposing the random numbers distributed by the normal law on the design coordinates. As a result, the researcher can select the accuracy of measuring devices used for determination of factor levels depending on the desired accuracy of the estimate of regression equation coefficients.

THE STUDY ON THE EFFECT OF ERRORS ON THE PROPERTY OF A-OPTIMALITY OF FIVE-COMPONENT SIMPLEX DESIGNS

The article deals with the effect of various errors of measuring devices on the property of A-optimality of five-component simplex-grid Sheffe designs of the first, second and third orders. The study was performed for different ranges of errors most characteristic of measuring devices. For the criterion of interest, minimum and maximum values as well as mean arithmetic and standard deviations characterizing the spread were obtained. Based on the study performed, conclusions can be reached about the degree of deterioration of the property of A-optimality of five-component simplex-grid designs of the first, second and third orders  in the presence  of the  errors of measuring devices.

CALCULATION OF THE KURA RIVERBED ON CURVILINEAR SITES

In the article, by concrete examples, an attempt of calculation of the geometrical elements of live sections of the stream and the universal parameters of the form of the cross-section profile of the Kura riverbed on curvilinear sites of the river is made. Owing to the cross circulation of the stream on the curvature of the river, sorting of the detritus in the cross-section of the stream course occurs. Therefore, on the concave bank of the river we find large fractions, whereas on the convex bank we find smaller fractions.

MODELING OF THE REMOTE SYSTEM FOR COLLECTION AND TRANSFER OF RIVER HYDROLOGICAL DATA: A PARTICULAR CASE

The paper deals with the modeling of a remote system for data collection and transfer from hydrological posts on the Kura River and its tributaries – the Alazani and the Iori, as well as from the floating station on the Mingechevir Water Reservoir. The offered model includes the wireless network of digital water level recorders-sensors, operating autonomously, powered by solar cells and communicated through satellite GSM with the Flood Management Center. In addition, there are appropriate software/algorithmic data processing facilities at the Flood Management Center.

DETERMINATION OF THE PERCENTAGE CONTENT OF ARSENIC IN THE WASTES PRODUCTION OF ARSENOPYRITE ORES FROM SVANETI

The percentage content of arsenic in the wastes of production of  arsenopyrite ores from Svaneti (Lentekhi Region, the village of Dzugareshi) was studied. It was established that this content varied from 4.92 to 8.83%. The content of gold was high (about 9 g per ton). Thus, these ores could be used for isolation of gold if we used our method (the interaction of saturated monohydrous alcohols of white arsenic) for minimizing the content of arsenic in these wastes.

COATINGS DEPOSITED BY HIGH-ENTHALPY LAMINAR PLASMA FLOW

The article deals with relative wear resistance, which increases almost twice as much when the powder material is sprayed by laminar plasma flows as compared with Cr powder. The metallographic investigation showed that the particles of the material deposited on the item surface were in a melted state.

DETERMINATION OF THE CONTENT OF ARSENIC IN THE AURIPIGMENT ORE OF RACHA AND THE POSSIBILITIES FOR PRODUCTION OF USEFUL PRODUCTS FROM IT

The percentage content of arsenic in the samples of auripigment ore from Racha (the village of Jvari)  was studied. The analysis showed that in tombs where the arsenic ores were placed (9 samples from 3 tombs) the percentage content of arsenic was high and varied from  8.3 to 11.7%. We are going to investigate this ore more thoroughly with the aim of  obtaining the useful products from it.

THE EFFECT OF Gd ON THE STATE OF SPIN GLASS IN  COMPOUNDS

Abstract. The paper deals with the ground state of system . It is demonstrated that magnetic ordering is not characteristic of the magnetic properties of the mentioned system, in spite of the fact that the temperature dependence curves of the susceptibility of this system showed magnetic ordering peaks. The analysis revealed that, at low temperatures and low concentrations of the rare-earth element, the magnetic state of spin glass occurs.

Condensation of 1-chloro-2,3,4,6-tetra-O-acetyl-α-D-glucopyranose and 1-chloro-2,3,4,6-tetra-O-acetyl-α-D-galactopyranose with 4-methylthiazolyle derivatives in presence of freshly prepared Ag2CO3 catalyst was studied. TINDER FUNGI CAUSING DISEASES OF FOREST SPECIES AND THE STRUGGLE AGAINST THEM

Tinder fungi, among which there are phytopatogenic species that arise rotting diseases of wood species, are widely spread in Georgia. FUNGAL DISEASES  OF FOREST SPECIES SEEDLINGS  IN NURSERY FORESTS AND  THE MEASURES OF STRUGGLE AGAINST THEM

The following types of fungal diseases of seedlings are of frequent occurrence: yellowness of needles and leaves, spotted leaves, lodging of seedlings, and rotting of seedlings and withering of buds which are caused by Lophodermium, Ascochita, Fusarium, Pythium, Botritis, Rhizoctonia and Alternaria. Some measures could be recommended for the struggle against the fungi causing diseases of seedlings: agrotechnical, preventive and destructive.
